Canada needs advance paperwork
Tell the branch before pickup. Avis identifies a Canadian nonresident insurance card. Budget says this card may be required and can be obtained at the rental location.
Ask whether written permission is also needed for your rental. Carry your border-entry documents separately. A rental agreement does not establish your right to enter Canada.

Mexico is not an ordinary extension of the rental
Avis limits its exception to US residents using a corporate AWD number at participating locations in California, Arizona, New Mexico and Texas. Advance arrangements and special insurance are required, and the car must return to the US.
Enterprise and National say no to taking their US rentals into Mexico. Read the Mexican insurance guide separately from the rental company’s permission.

Do not cross first and ask later
Get the destination countries written into the agreement where required. Hertz’s terms expressly restrict taking the car into Mexico without permission.
If the company refuses, change the rental or itinerary. Do not assume buying a separate insurance policy overrides the rental contract.
Permission to visit is not permission to leave the car
Avis allows some Canada one-way arrangements at selected locations. Availability must be confirmed when booking. Its Mexico exception requires return to the US.
Book the actual return location. Do not treat an international one-way return as an ordinary change of branch.

No. Its published exception has corporate-account, residency, location and insurance conditions.
Does Canada permission include a one-way return?
Not automatically. Book and confirm the international return separately.
